What is Pelican Coast?
Pelican Coast is a premier privatized housing program that is being developed for Patrick Air Force Base. Pelican Coast will provide 552 military family homes both on base and in the former South Housing area. In addition, Patrick Family Housing, LLC will offer families comprehensive Resident Care Services, which will include support for Air Force families and housing maintenance.
Who is eligible for this program?
Patrick Family Housing Referral Services will provide the developer with prioritized eligible members. The Air Force may agree, based on vacancy rates to allow the following list of tenants to lease in descending order:
- Unaccompanied & Other Active Duty Members
- Federal Civil Service Employees
- Retired Military Members/Families
- Active Guard & Reserve Military Members
- Retired Federal Civil Service
- DoD Contractors (Permanent Employees)
- General Public
Who do I call for maintenance?
Patrick Family Housing has contracted with National Service Maintenance (NSM) for all maintenance needs. NSM can be reached at 321-777-3104 or online at maintenance@patrickfamilyhousing.com
Will Air Force family residents in Pelican Coast be served with Satellite Beach municipal services, such as water, trash, sewer and fire/emergency care, or will Patrick AFB units provide these services?
Air Force family residents will receive water, trash, sewer and fire/emergency services from the surrounding municipalities. Air Force family residents of Pelican Coast will be responsible for monthly utility fees for all municipal services, as well as for gas and electricity, provided by private sector utility companies. AF Security Forces will only have jurisdiction on the government-retained land, such as ball fields, youth centers and chapel.
Will my child have to switch schools?
No change is contemplated that will affect access to schools or force children to switch schools.
Q: Many new tenants have moved in with large breed dogs. I have seen many breeds that are not allowed per the rental agreements. Pit bulls and Rottweilers are amongst our children, why do you ignore this breach of contract?
A: The Property Management Office will enforce the terms of the lease at any time they know of such violations. Please notify them of any with which you are aware.
Q : Is the rent (utility allowances) going to be adjusted due to FPL increases?
A: In December 2005, Florida Power & Light received approval for an increase of 19% in utility charges. That increase was included in development of the utility allowances for Pelican Coast residents.
Q: Is the utility deduction average figured only among just the old houses, and just the new houses or are all houses figured in?
A: The utility allowance was calculated specifically for each type house in the inventory. There was clear delineation between types and the resulting allowances are unique to each type unit. New homes were not included and will continue to be managed as a separate account through 2006.
Q: At the beginning of the year, military members were asked to sign over BAH increases—are rents increasing across the board or only for military members?
A: Civilian rental rates are tied to a fair market rental value for each type housing unit. The only reduction allowed from that standard is when the prospective resident accepts a less than “fully restored” housing unit. In other words, they may choose to move into a house which has not been painted, or which has deficiencies in exterior finish and trim.
In some instances, civilian rental rates may be temporarily lower than military personnel because the annual cost-of-living adjustment for civilians is in the May-June time frame, or at the end of an existing lease, while military rents all adjust simultaneously on January 1 of each year.
Q: Will we have a separate receptacle for lawn debris?
A: The Satellite Beach trash collection program will provide two of the large garbage cans for your use. You may use them separately for the different functions of garbage and yard rubbish or you may use both for a single purpose as your needs dictate.
Q: What is the status on fences?
A: PFH recently submitted a yard fence configuration design to the Air Force for consideration. When that design recommendation is returned, we will begin installation of the yard fences in accordance with the agreed design.
Q: When will we be getting new locks on the new mailboxes?
A: The curbside mail boxes are not designed for locks and none are planned. As we complete construction on complete blocks of homes, the boxes will be placed in pairs on the lot lines between two houses.
Q: What can one do if they were billed for a lawn mowing they believe did not take place?
A: After giving a notice, I mowed my lawn 2 days later and then received a bill for a lawn mowing 2 weeks later.
Q: Once you get the newsletter going, how often will it be published?
A: Monthly
Q: Will there be a pest control contract for the new houses?
A: We have an in-house Pest Control but we also have a contract arrangement with a professional pest control company to utilize when we face a problem situation.
Q: Will there be carpet cleaners made available for the new houses like base housing?
A: Professional contract carpet cleaners will be used by PFH / NSM and referrals will be given for individual use.
Q: How do I go about getting a second, large green rolling trash can? All my neighbors have two (2) and I only received one (1), why?
A: New homes area; Call Waste Management at (321) 723-4455 to request a second trash container. Existing homes, get ready to receive trash containers from Waste Management as they will be delivered soon. After everyone has at least 1 container, requests will be taken for second containers. NOTE: These trash receptacles are 96 gallon carts, which hold the combined quantity of 3 standard trash cans and will be emptied twice a week.
Q: Can you please make Renters’ Insurance information and details available? I need exact, in-depth details about the coverage and procedures.
A: Information is available at the Leasing Office concerning the details of the Renters’ Insurance Program.
Q: Due to the Hurricane Season, will silt fences be put up to block any dirt or debris from blowing through the neighborhood?
A: Silt fencing will likely be taken down in preparation of an impending hurricane, rather than put up as they become hazards when there are high winds.
Q: What day is Lawn Inspection Day, as it keeps changing?
A: Thursday is the standard day, but a consistent weekly effort to keep lawns cut per the lease and handbook, will keep this effort at a minimum.
Q: Can civil service employees at PAFB rent the new houses? If so, when and for how much (especially, if you live here already)?
A: Civil service employees can rent the existing, older homes as the “waterfall list” is open at this time. For the new homes the “list” is closed until all the Patrick orders are filled, and then after meeting certain qualifications, the “waterfall list” could be opened to accept others.
Q: After an evacuation, what security measures are planned to prevent looting?
A: The City of Satellite Beach Police Department assures us that they will be present and in control of who comes in and out of our area. Also, our management, NSM, and construction Advance Teams will be the first responders and in position to be of assistance to all Pelican Coast residents for damage assessments and insurance claim processing.
Q: Will the ride-out team include Security Force patrols of Pelican Coast?
A: Should the order to evacuate of the barrier island be issued, all residents, management, and maintenance staff will leave and the Satellite Beach Police Department and PAFB Security Forces will secure the area.
Q: What will Pelican Coast do to prepare homes? Will Pelican Coast board up the windows?
A: Pelican Coast will allow the residents in the older homes to “board up”, if they choose to do so but we will not be shuttering any homes. Also, the residents will be responsible for removing lawn furniture, etc. Patrick Family Housing will allow the residents living in the original units to install temporary hurricane shutters up to 3 days prior to the expected arrival of a hurricane. The shutters must be removed when it is no longer necessary for storm protection. At no time will hurricane shutters be permanently installed without the prior written consent of the management of Pelican Coast. New homes have Hurricane Resistant windows and should not be shuttered.
Q: If the base has not issued an “All Clear” but our Pelican Coast home is unscathed, do the residents still receive a per diem?
A: The purpose of the per diem is to cover the expenses for the military person and their family while they are displaced from their Pelican Coast home. Once they return to their Pelican Coast home, this benefit would not longer be in effect.
Q: Will I have to evacuate alone, if my spouse is a firefighter?
A: Yes - Plan ahead and get organized now to determine where you will go, how you will get there, and where you will stay. Take at least 3 days worth of supplies with you in order to survive comfortably. Remember there will probably be no power upon your return and may not be for several days afterward. In 2004, Satellite Beach had no power for over a week after each hurricane.
Q: Is parking on both sides of the street allowed in the New Housing, especially on Merlin Avenue, as it is very tight to drive by?
A: Each new home is provided with a two car garage, as well as at least two additional parking spaces on the driveway, just outside, and some may even handle four vehicles outside of the garage. Thus, the need for on street parking should be very limited. For parties and gatherings, we would suggest that the abundant parking at the Shark Center/ Chapel area, be utilized, as the distance from there to any home delivered thus far is an easy walk.
Q: Seeing how we can’t water anymore, if the grass dies, who is held responsible? Our grass is turning yellow and brown!
A: The resident is NOT responsible for the watering the lawns, as the irrigation system (around the new homes) is under the control of our Irrigation Contractor and NSM. The task is to keep the lawns watered as best they can within the restrictions put forth by the St. Johns Water Management District, and other local agencies. If we lose some sod, Ownership will replace it, as necessary.
Q: Can retirees live in the New Homes?
A: The answer at this time is No. It will be considered after all required orders are filled for Patrick, and we are in a position of having excess homes available, meaning , no service personnel available to fill the units. We would also need permission from Patrick to open the “Waterfall List” for the new homes.
Q: Now that the back yards are fenced, can Trampolines be installed?
A: No - trampolines will not be allowed in the new home areas.
